Yup, they were commiting a "commercial" crime by not cutting the US GOV CORP in on the profits
check 27 CFR 72.11

They are supposda contract with the DC Corp first, then bring the drugs in

Of course you have to know the right people who can "facilitate" the process.

Perhaps they really do have a contract and the bust(s) are just window dressing?
