What software is needed to alter PDFs?

Adobe sells the "full Version" in a few flavors that will allow this on SOME PDF's. If the author has locked the PDF, you are stuck. But if not, when you move from the PDF "reader" to the "creator" or "developer" stage, then you pay money, but can do more. Here is the link to get you more educated:

Before you go that route, make sure that you can alter the doc.

Adobe has security, that, when enabled, I haven't been able to open, and cannot find a crack for it.

IRS forms are locked.
