I like this idea of yours, but it got me thinking,
Since when do we, the general driving public, have any part or time to react(besides sending in the "payment") over the life of a parking fine.
This concept would be similar to a teenager getting in trouble with his/her parents. But since the teen is not home, and the parents can't wait to 'serve' the punishment, they LEAVE THE PUNISHMENT IN GOOD FAITH, that the reciever will accept it, that no one will alter, move, mutilate, or swap tickets. Also, what if the rain, or wind from passing cars blew the traffic ticket away? Also, who gave my car the same rights and abilities to enter contracts without my approval. Rejection/dispute process aside, I think the car, is a car "strawman"....or...Straw-car, because that would be so easy, license for the real man/woman, "registration" as a corporate certificate of even more potential ways to get Screwwed!
How does the meter-maid know my true-intentions.
What if I "refusal for cause, without dishonor" it?
My car was not given the proper amount of time and was therefore assumed liable, and was not given a choice, that is discrimination! Cars are being taken advantage of,,because they are totally willing and ready to be the victim of some consequenceless non-moving-violation blah.
