I have researched that same issue within the STATE OF FLORIDA, and have found that yes, the Laws are enacted, however the challenge to 'subject matter jurisdiction', is relative to statutes, codes, rules and regulations that people are normally charged with in an alleged infraction/violation. It is those charging instruments (statutes/codes/rules/regulations) that are lacking in the enacting clause, and thus cannot be considered as Law.

In the Preface of the Florida Statutes, it plainly states that the Florida Statutes are merely a prima facie evidence of the law.
