Lien Banking Institution?

Could those whom have had their bank accounts absconded by our "friends" through bogus levies, file a lien against the banking institution for their dereliction?

1. After researching the federal court system, no record of action for the (Notice of...) levy is in eveidence (NO COURT ORDER)...
2. After doing a FOIA for the stamped "signature" identity...and finding that the person does not exist, or that they are a "secretary" without authorization to issue levies or liens...
3. After sending Notice and Demands (Notarized) for the required documentation...and receiveing nothing...
4. After Defaulting (Notarized) the institution for lack of response...

Can a lien (Notarized) be placed against the banking institution?????
Has anyone accomplished or initiated such an idea??

Your thoughts or experience would be highly appreciated.
