I cannot find a mention of a Form w-0 in any IRS publication or income tax textbook. It seems that this form, and the instructions for it, are someone's idea of a practical joke.

From what I have been told by a senior underwriter of loans in a Federal Reserve city, is that Federal Reserve employees fall into the category of "privileged", in fact they are so privileged that they actually don't have to pay the federal income tax.

Now this is coming from someone who receives and processes loan applications all day. They see all your finances, tax records, etc...

But I figured that's fitting that the sister organizations would be looking out for one another.

No such thing. The form is a fake and so are the instructions. Federal Reserve System employees are taxed just like anyone else. (I have no idea what a "Federal Reserve city" is. Has a sort of Biblical sound to it, like the Egyptian "treasure city of Ramasis".)

As a matter of fact, far from being privileged, the tax returns of current and former IRS employees are examined extra-thoroughly on the supposition that their experience inside the IRS may have taught and encouraged them to try to pull a fast one.
