General Tax Problems--Need REAL representation!

I have a very unique case that I need to be handled with IRS and employer..I need to know does anyone in your firm know and understand the codes and regulations for Title 26 using a Sub W-8 form under black law dictionary??Here are the regs iam referring to:1) 26 CFR 1.1441-3 (a)2) 26 CFR 1.1441-13) 26 CFR 1.871-1 (b) (1)4) 26 USC 8725) 26 CFR 31.3401 (a) (6)-1(b)6) 26 CFR 1.140 (b) -3 (d)7) 26 CFR 1.515 (1) -18) USC 8659) 26 USC 861 (a) (3) (c) (1)10) 31 CFR sec. 103.34 (3)thanks..P.S. this issue is in Atlanta ..
