"Motor Vehicle" Excise Tax
For Auto excise taxes, the statements I receive have two tear off portions. One if a "taxpayer's copy" and the other is a "remit copy". Would writing Accepted For Value across the remit copy and returning it in effect authorize them to redeem it? Nowhere on this paper does it say Bill, Statement or any other word of description. It says "Notice of Motor Vehicle and Trailer Excise For The Year 2007 Due and Payable In Full Within 30 Days of Issue". So this is a notice, I gather. R4C?

I think I would accept 4 value since you were presented a document. A4V return for value and make your exemption available. Don't make the offer just make it available. They are making you an offer.

remittance = payment
I believe they may have sent you a check called a remittance. The remittance has value, whatever it says it's worth. Cross out 'amount' and write 'value' above it, then just A4V and send it back. Maybe things are different in the states but I'm pretty sure the term is of the same definition. I think if you send payment with their remittance they've just doubled their intake and I think that's unlawful, no?
Anyway, it's a thought.

I believe that what you received was a bill for the annual (?) automobile registration fee. If you don't pay it - and I mean pay it in a way that the DMV deems acceptable - you may discover that your car registration tags have been declared lapsed.

No. I renewed the registration plates last November. This paper is for a yearly Motor Vehicle Excise Tax. In Massachusetts, they tax everyone 2.5% of the appraised value of the car every single year. They say it is a tax for the "priviliage of registration". I thought paying the reg fees pays for the "priviliage". It was instituted during WWII for the war effort. But of course, just like every other government program and tax, it never goes away.

Yeah it sucks. It is state law and the money goes to the city or town where you live.
