Post Irs And Tax Id,ein

I had a friend applying for his TAX ID,EIN for his new corp. and I told him about using "ALL RIGHTS RESERVED" when he signs any document. He contacted the IRS to obtain his TAX ID they told him to fax over S44 form signed. He signed it using "ALL RIGHTS RESERVED". IRS agent asked why he signed it like that. She said she seen other peple sign like that and it took months for them to get there TAX ID, however if he went online he probally could get it immediately, Is this because it requires no signature?
