Notice of Penalty

Filed an overpayment amendment a while back and I was presented with the infamous 3176. I sent a letter asking many questions that, of course, they want answer. I was informed to change my position or they would assess a penalty. Well, I got "The Notice Of Penalty" and I kid u not, out to the outer side of the letter is the 666 number. All by itself
