Question Income taxes collected just prior to the passing of the 16th

I just found this:


Income taxes collected just prior to the passing of the 16th
Amendment.

The U.S. Supreme Court has ruled on several occasions that the passing
of the 16th Amendment did not create any NEW tax.

Look at the URL and see the data for yourself. There was ZERO
individual income taxes collected in 1910, 1911, 1912, and 1913.

What CHANGED?

If there is nothing new, why is there something new?
