Lightbulb 4th Legislative Branch Amendment

Ok I have no idea where to put this so if the admins would put it where it belongs it would be appreciated.

I am sort of a newbee in the nits and grits and legal wrangling of government so bear with me please.

I came up with this brainstorm the other day while whining to myself that there is no one who "in a big way" is fighting for "we the people" or to preserve our constitution.

A single person here, another there, likewise small groups who fight for our rapidly declining liberties. We need someone BIG with big teeth and nearly unlimited budgets to take this government to task. Right now the government has virtually unlimited resources and the single guy here and a group there simply cannot afford to pursue the multitude of perfectly legitimate cases due to lack of funds or inability to pay for highest quality legal backing or they simply lose as a result of attrition.

I am sure there are many things that would greatly help the state of the union but are 2 that I feel would make a huge contribution to the welfare of the nation.

I believe that most governments failed through out history primarily as a result of corruption. So we first need something that is uncorruptable or extremely difficult to corrupt.

Our officials are sworn to uphold the constitution yet the only thing the spend all their time on is getting re-elected or manipulating corporations to monetary advantage etc.

That and our people are concerned and self absorbed in their immediate lives with a sense of hopelessness to really change what to most seem to feel is a runaway government that is out of reach and out of touch.

So here is my idea with no regard to numeration or fairness thereof, here is the basic construct I would like to throw out here to get your take on its efficacy as a possible solution to our problems in government today.

First I feel the government is and has been dismantling the constitution by slices and work arounds, treaties etc. So we have aparthied people and a runaway government at the same time which I believe is a recipe for disaster.

So briefly before i talk about the 4th branch, with regard to the young people; I am thinking that a return to the citizens militia, (constitutional), where young people are required to serve ____ time starting at the age of 18 where they are taught the history of the founding fathers, the constitution its purpose and its value and military style training.

I believe this would greatly reduce gangs and kids that find soul mates and comradery in gangs can now channel that energy into something productive and their need for the feeling of a place to call home can now be in the militia serving our communities rather than destroying them. I also feel that would have the effect of bringing more of a social conscience such that there is more in the world and more important issues than "me", as so many kids/people are today.

I believe this should be done on a county level one for every county.



Next the title the 4th legislative branch.

For lack of a better term I called this 4th branch the regulators.

The regulators only function is to be the stumbling block of the government and prevent corruption.

This branch would put in a delay and directly connect the will of the people to the government. Which is to say that nothing goes into law until it gets the stamp of approval from the regulators who's job it is to insure that everything is both constitutional and in accordance with the majority of which they have access to verified public voting for their districts (counties).

(side note: public voting in respect to numbered paper write in votes only with a receipt such that a person can vote on an issue one time and it applies to all subsequent issues until changed by the voter) If the government wants to run 100 different gun control bills though in a year your vote is always there without the need to constantly deal with the same issues. Such as gun control for example: regardless how many times they want to push gun control through a citizen can make a blanket vote for or against it one time and it will be filed on record.

If there is a dispute and the 3 legislative branches disagree with the regulators then it should be taken directly to the people for a national vote.

Ok the regulators: Should be comprised of one person voted in for each county to represent the will of each county and protect the peoples constitution. Assuming there are roughly 50 counties per state thats 2500 people that would be regulators. The regulators carry no law making powers only law checking and or verification powers in that they can send back "anything" the government does for "rework".

I believe the key to keeping the regulators uncorruptable is firstly in the sheer numbers and with the use of delay, quick turn around and the authority to retract.

2500 regulators voted in randomly will make it very difficult to set up any real "good ole boy" power structure within their branch, the final branch before anything can become law. (including the supreme court)

They will need the authority to retract any law for adjustments should states and or people of the states take issue with it and a majority call for a retraction. In the event the regulators are even suspected of corrpution the people can vote them out and the new group can retract what ever legislation the people were unhappy with and send it back to the other 3 branches for rework. Everything should have sunsets until voted in 3 times over 36 years

I believe the regulator group should have a 51.1:49.9 voting ratio such that the people can vote them out instantly at the first sign of impropriety sigularlarly on a county level and upwards to state wide reassignment and likewise national reassignment where literally on a whim the regulators can be voted out by simply calling a county, state or national meeting and then voting or not voting accordingly, so this would be a very volatile branch to insure literally instant rotation before corruption can set in. This would put many grass roots people in the governmental mix and it seems to me with this setup nearly impossible to corrupt or become sophist as the law makers are now.

It seems to me like this would serve many extremely productive government and community functions.

Like the militia it would:

Get the people involved.

Show the people they DO have say so in their government.

Put government on their door step and make it accessible.

Government now starts at a county level very close to home.

Regulators must be resident in the county etc

Big corporate lobbyists, and a multitude of corruptions like sneaking through as attachments to bills will be completely thwarted as a result of the delay, retraction process, and "fast turn around" of the regulators if need be. Lobbyists can lobby till hell freezes over and if someone with enough money gets in to pay off 2500 people we can vote them out the very next day if we do not like a decision they made and no one will bother investing money knowing we can kill it so easily.

Regulator replacement can be voted on anytime and new ones voted in! This group would also perform these same duties on a county and state level as well and in addition over time be responsible to catalog and standardize our laws such that they are both within the constitution and where there is a dispute bring the case to the people and over a predetermined period of time the people can vote.

I do not see this style of system being beaten down over time regardless of how many corrupt people there are in the other 3 branches as long as we preserve the integrity of our regulators leaving us only one group we really have to worry about and it boils down to our next door neighbors are the regulators.

Last make sure they have a 3x per capita budget as the other 3 branches combined.

I believe without itemizing everything that adding a 4th branch would have an astronomically beneficial outcome and as was the constitutional republic a monumental change in the history of governments and giant leap forward such would this style of government control because now the people have some real teeth in the government and it will still remain a republic where people and government can feel connected again.

This came about as i was whining to myself when realizing that without the militias we have no one to stick up and fight for us and one thought led to another and this was the result.

I believe the advantages far out weigh the costs.

Any thoughts on this? Can it work? Where is it defective? Rediculous? Feasible? Maybe? Does something along these lines have a remote chance of working? Even though i doubt it would ever get off the ground.

Shades of starship troopers?

The militia is written into the state constitutions and you are already a member if
1) you are male
2) you are between 18 and 40 something
3) you are a member (pay taxes?)

There is no government as a singular entity. There are governments. Plural. As in 50 of them. And they are nothing but body politics, groups of men associated together for their own advantage. You are either a member of the body politic and agree to abide by all its' rules or you are not.

If you don't like the rules simply opt out in favor of another body politic. Governments are formed of honorable men. They won't kill you more than once.
