Indeed a R4C. It was likely destroyed pursuant to the Section cited above (bad link). Maybe they are just not bothering with more letters now.

I got these letters back in 2004. I didn't know what they allegedly meant at the time. The IRS may think they are notices, but if you look at the letter, it does not mention a tax year or an amount. Why not keep the letter but respond under penalty of perjury with the information as requested? That way, you have gone even beyond the request and of course protected your rights. What will happen if you do that? Well, in my case, they sent my reply back to me saying they could not help me with MY request. A simple mistake I'm sure. Though, a suspicious type person might think they did not want my sworn letter in their file so they could claim default on something that really is a non notice!! Luckily, I am not the suspicious type. But, its good to keep the letter, your certified reply under penalty of perjury and their response.

Well, 3 years later, I'm getting these again. This time the CP code is ASFR (automated substitute for return?).

Anyway, sorry my stuff was so out of date. They keep changing the online IRM so that links don't last long.

I noticed the section about destroying notices that are marked refused or undelivered. It's not really clear on what their next step is in the system after the refused part.

It could be that Charlie Blue, not filling it out and not doing the two things that would have gotten it immediately destroyed, and not ignoring it may have contributed to long delay as it got sent back up the chain for someone to look at.

I may do something similar to delay the processing.
