**(addressed per being "with" (in) the Federal Zone)**while any "return" or originating address should reflect "foreign" addressing standards, also noting "Non-Domestic / Non-Federal"

to avoid the current controversy about

BUT ... do use the "foreign address format"
because D.C. is "foreign" with respect to the

so stay with what's Lawful.
