The Treasury is not governmental. It is a cabal of international bankers. It is not required to respond to FOIA or any other requests and if you call for instance for your IMF, the papers that arrive in the mail will not meet any Rules of Evidence to use against the Treasury in court - unless you know about admiralty proceedings.

More directly with regard to the IRS, We The People Fndn Inc. v. US (D.D.C. Aug. 31, 2005) 96 AFTR2d 6126, 2005 u.s.dist. LEXIS 20409, 2005 WL 2473698:

IRS is not a government agency, so they are not required to respond, and the same is true for us: we are not required to respond to IRS. I have refused several IRS letters because they refuse to respond to mine. When they persist after ignorning my letters, I do the same. I 'refuse for fraud' on front of the envelope in red felt tip pen. Just the other day I got a respond from IRS regarding that... interesting to say the least.
