Please check your definitions of "drawer" and "drawee".& If the "drawer" is one that makes a bill of exchange... how could you be the "drawee"??& If the BoE is addressed to the IRS... how can they "pay the amount of money mentioned therein" and be the "drawer" if they did not make the bill of exchange??& Ain't you the one making the BoE and sending it to them??


In the way that these facts are stated... doesn't it seem that the BoE is nothing more than an "order" from you to them to pay that amount?

3) Drawer (me) promises to pay drawee (agent). And because of that "promise"--and since it's the way banks work--I HAVE NO REASON TO NOT BELIEVE THE BANK WILL NOT "HONOR" THE "PROMISE."


4) But bank will NOT "honor" it.
