For purposes of the Freedom of Information Act,
IRS is NOT an "agency" as that term is defined
at 5 U.S.C. 551(1)(C):

because they are domiciled in San Juan, Puerto Rico.
Therefore, FOIA requests should not be addressed
directly to them.
Submit your FOIA request(s) to the Disclosure Officer
listed at the website of the U.S. Department of the
Treasury in Washington, D.C. They have a full-time
FOIA staff there. If they must refer your FOIA
request elsewhere for the answer, then do request
that they do so.

I have just found your website and I want to thank you for all the hard work you have done and for making it available to all of us. I will make a donation next month as the irs has caused the bank to freeze all my money in the world that I have this month. I am a 59 year old professional that has been forced to retire medically because of acute coronary vascular disease and I live on disability retirement, which as you are probably aware, amounts to less than 50% of pre retirement income. I can hardly pay my monthly bills, much less pay federal income taxes. Now comes the irs and takes my money and leaves me with exactly 3 one dollar bills and pocket change. When I called them to protest and inform them that I was unable to buy my life sustain medicine for the month, their response was "if you would pay your taxes you wouldn't have this problem!" Needless to say they would not remove the notice of levy from the bank.Now I want to fight!!! I now what your policy is for pro bono
advice, but I need to know how to decipher my IMF files that I requested under FOIA. I have the code book but can't seem to decode my IMF MCC Transcript-Specific.Any direction that you can point me would be appreciated. Since I have no money at present I will need to manually decode. Again thank You for your efforts to throttle that lawless group in Washington DC

The IRS can ONLY levy a bank account by first serving a
court-ordered WARRANT OF DISTRAINT on the bank:
