For you or to you? If you are talking 1099 then you arent talking about 'employement'. 1099s are not for employment situations in United States. W-2s, W-4s are in that realm.
In a contract situation unless you gave then authority to act on your behalf, how could they submit a 1099 for you? W-8 or substitute form can be given in lieu of a 1099 if the circumstances warrant. If you are receiving income in United States then perhaps a 1099 is appropriate.
If the payments are made from US to a US-foreign entity or person I figure the W-8s should be suitable.
