where does the money to run the gov/military/etc come from?

this questions has puzzled me for a while, so now is as good a time as any to ask. i know the grace commission reported this fact a while ago ..

Each year the new budget (inclduing all military spending) is borrowed into existence and just thrown on top of the 'national debt'.

The money to operate all government was to come from tariffs and customs fees, as well as the taxes mentioned in the Constitution of the united states. Oh, and do not let anybody snooker you into believing that the sixteenth amendment authorizes the IRS. Even the us supremes have ruled that the 16th "confers no new powers of taxation".

what we supposedly send to the IRS actually goes to FED for "paying" off the loans Congress legislates.

That leaves fees: license costs, cost of permits, court fees and citations/tickets for the only other sources of money they have;

Oh! also add port (import/export) fees; tobacco and alcohol taxes perhaps.

That's all i can think of.
