The fire to do this was sparked by The Informer and his article Going After The Wrong People
I'll be sending my stuff, but in spanish (friend of mine is a Spanish interpreter ) (although the PR Sec speaks English as well, I just thought that it would be fun.)

The problem with this theory is, even though it maybe true, what are my chances, realistically of convincing 12 uninformed people that "the Secretary" is some guy in Puerto Rico? Well, I don't know for sure what the odds are, but I gotta believe it'sclose to zero. Now, personally this theory is just whacky enough the it makes sense because hey, it never says "the Secretary of United States". So, like a bunch of other theories, it's one I cannot disprove, but I can't prove it either.

True, but as you well know; you must send notice of your status as evidenced by a prior exhaustive admin proc submitted to exec agencies to the Dept of Treas. If you read the article closely you will see that the P.R. sec is aproper party to serve. So Court or no court, this must be handled admin prior to any future court action. This is your due diligence
