lifting suspension

This is a where to start question. My wife got a ticket for speeding and no seatbelt. Her license has my cute little "UCC 1-207 without prejudice" sticker on it and she added that to the sig on the ticket. We sent the ticket back for failure to show cause and heard nothing. Much later they sent a notice that we owed on the seatbelt part, I figured they were fishing so I sent it back as well. Months later we get a thing that her license has been suspended and we can get it back when we pay the seat belt $5 and a reinstatement fee. Went down and got the case file and they snuck in a default court we were never invited to. What's the best way to tell them where to stick it or should we just wait till she gets nailed. I figure on not getting another anyhow, I sure don't want a national id.
