APA and traffic

Has anyone studied the APA (aminstrative procedures act) relative to traffic issues ?

I, for one, have not heard of the APA cowboy. That doesn't mean a thing though. Please could you elaborate on your question?

APA and traffic

<font color=darkblue face=verdana>I, for one, started started looking into it just about a week ago. It seems that an "agency order" (come to by an "agency determination") is required before the State can bring a claim against a person. It also seems that calling them on this in court stops EVERYTHING in that they have not exhausted all administrative remedies and are guilty of malicious prosecution.

Yes, that is the gist of it.

All states are requierd to follow the fed APA, which says

there has to be an adminstrative review.
