So when they were not prosecuted, what actually happened. Did they simply pay the filing fee and obtain the proper insurance, showing proof of correction?

Yea, in Illinois they are getting tough on mandatory insurance. You get to have insurance whether your car drivable or not or your license will be suspended and $100,00 fine to reinstated for first 30 days and increment of suspension and fine if you fail to get the coverage in timely fashion.
