Sorry myself. I did not mean to jump down your throat then. I thought you were asking the same question twice in a row in order to show that I was somehow being non-responsive.

I will look into it and find out what all the the statutory requirements are for peace officers and then the charter elements.

This is what I have found so far, for what it is worth.

California Penal Code Section 830.1 defines who is a peace officer, includes police and CHP.

California Government Code Section 1031 and 1031.5 states that a peace officer shall be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship.

A peace officer with the California Highway Patrol, per Vehicle Code 2267, must be a U.S. citizen at the time of appointment.
