CPC includes human beings by being absent a definition in the code.

Unless context showing otherwise it is thought of Natural Person where a statute uses the term.

This is from the CT Penal Code

And this is from the CT Motor Vehicle Code

Curious also, why are drug "offenses" listed under Consumer Protection?

Just goes to show

You know, it just goes to show that states are foreign nations to one another by California allowing this. I haven't seen anything in the Texas Statutes that even suggests that this can be done. That's great in CA if you can do this. I think the National I.D. is suppose to work like a drivers license. Correct me if I'm wrong. It doesn't matter to me one way or the other because I'm not accepting that B/S anyway.

The California vehicle code may state it but LEO's in certain areas are ignoring or are unaware of it.

Yea, your right. You can be a 100% right on what your doing but if the LEO's are unaware of it then you'll pay the price, at least at first

(1) No person shall drive, move, or leave standing upon a highway, or in an offstreet public parking facility, any motor vehicle, trailer, semitrailer, pole or pipe dolly, or logging dolly, unless it is registered and the appropriate fees have been paid under this code or registered under the permanent trailer identification program, except that an off-highway motor vehicle which displays an identification plate or device issued by the department pursuant to Section 38010 may be driven, moved, or left standing in an offstreet public parking facility without being registered or paying registration fees.
