If a Notary is a "public official" of a corp. STATE, would this not infer that its intent is to be used within this corp. sphere as an alternative to an official document?

Why would a public document need to be certified by a private official? Can we get other documents certified in the same manner at Microsoft's corp. office?

Also, why would one swear under penalty of perjury to the corp. bylaws of the U.S., if ones intent is to operate outside of those bylaws?
