They will assess the tax then at the counter (in this hypothetical scenario). You simply remind them that the car has no dollar value - instead of paying the tax.
That works for any script imaginable. It just comes back to reminding them that the car has no dollar value. You want to get the tags so that you do not get stopped and the like; the car has no dollar value. Basically it is the concept that you have the right to be heard and that testimony is greater than any Blue Book testifying for you. Or in other words reiterated, since you understand the value of FRNs, the car has no dollar value
to you and you are the highest testimony about your car's value.
I heard this works from somebody who did it. But I am not sure I remember the consequences. It seemed as though he got a paper telling him he could not register the car and he would show that to police pulling him over for no tags.
