Cops are Solicitors
Doing some research on a traffic case in Georgia and found the following information on the DeKalb County (metro Atlanta) Recorder's Court (handles most traffic cases) Website.
1.5 Solicitor:
The term "solicitor" refers to the attorney from the Law Department of DeKalb County, or his/her designee, authorized to prosecute defendants in this court, including, but not limited to, police officer, code enforcement officer, and solicitor.
Now obviously this is a bit unusual and only information from a webpage, havent really dug into it yet. However, I read this as a police officer or a code enforcement officer CAN be a solicitor and after speaking with someone who has recently received a ticket in DeKalb County, this makes sense. The 'person' was told by Recorder's Court that the court was not a court of record, was the correct court for traffic offenses in that county and there would be NO prosecuting attorney present at their case, only the cop and robe. On their website, no solicitor or prosecuting attorney is listed for that court...
