My questions:

1. My docket says
Court Reporter:NONE
What motions do I need to file in order to put a court reporter there?
2.I'm in California, does the ticker slayer method still work? My court date is 12/21.
3.For my first ticket in my arraignment, I said i was innocent. Judge marked me Not guilty.I paid the bailI. I didnt request bail hearing cause I dont know what do once I request. How do I avoid paying bailbefore trial?
4. Does No court reporter = not on record?

You may not be in a court of record.

Check your Constitution and related laws.

Mostly I think depends on how well you can manage the information. It appears to attempt to deny the court jurisdiction.

My court date is 12/21.

Well, the jurisdiction issue are more difficult since the the judge took this action.

I paid the bailI. I didnt request bail hearing cause I dont know what do once I request.

I would suppose you could ask that the bail be reduced or eliminated.

You may want to look into doing a Motion to get the bail reduced or eliminated. Also, you may have to request the above hearing.

4. Does No court reporter = not on record?

In many cases the answer is yes. You must appeal any adverse decision to a court of record.

update bought ticketslayer, filed a oath of office and defending of standing on nov 21. I will file the affidavit of truth on dec 3(Thanksgiving and the day after holiday)
Another question, when using that Court Reporter notice does that mean I have to pay for his or her services?

You need to bring YOUR OWN Court Reporter (CR) and pay.
Sue later on the back end for them wasting your time
Here's a cheaper way

Put in a notice that you will be audio/video recording

Bring witnesses

Record the proceeding and then make an affidavit of the what occurred from the recording

Have you & the witnesses sign the affidavit

Default the judge & the prostitutor &/or cop with that affidavit w/a cover letter stating that if they don't rebut, then your affidavit stand s as the record of what occured
