Speeding Fine Loophole - Might be of interest

Ok, this was something that was being done in my State in Australia. It might have some relevance in other places.
In my State there was a statue of limitations on all speeding and traffic offences of six months. People were being caught by speed cameras, that is there car was photographed speeding and the fine sent to the registered owner. Now as they cannot identify the driver they give a Stat Dec form to fill out to nominate the real driver. So the person who recieved the fine would fill in the stat dec nominating say his wife. The ticket would then be pulled and reissued to the wife. She would then fill in the stat dec and say that it wanst her but she thinks it was her son. Ticket would be pulled and reissued. This would continue untill the six months was up. Then the person who had the ticket in their name at the end of the six months would write to the police and inform them that the statue of limitations was up since the offence was commited and they had to pull the fines.
Maybe it can be used in other places.
