The key is to find the NH Const art in which it states that an act can only embrace one subject

If the only act in existence regarding DL's is entitled "The Commercial DL act" or something to that effect, then it cannot reach to non-comm people in cars

The "one subject" rule is fairly common but it is usually not quite as narrow as you suggest. The one subject here could be "who gets to use the public roads?" - and within that one subject the topic of drivers-for-hire and other kinds of drivers may be dealt with, validly.

It could be, then again it might not be. I'm sure you've got a court cite to back your opinion.
