Let's clear this up:

The term "American National" (A/N) only appears in 8 USC 1502
It is used in contrapunction to a "naturalized" "U.S. Citizen"

Since 1101 & 1401 (maybe 1408) clarify that a "U.S. Citizen & "National of the U.S." are the same, then an A/N & U.S./N are different

I believe that the term "American" is a general designation for the NATIONalities in GPO printing book
sec 5.22-.23

Nationalities, etc.

5.22. The table beginning on page 233 shows forms to be used
for nouns and adjectives denoting nationality.
5.23. In designating the natives of the several States, the
following forms will be used.
