David Merrill is well versed on Refusal For Cause here. Ask him or search the threads. Although I haven't seen it successful without filing in US District Court.

You need to check your court's Civil or Criminal Rules of Procedure to see what constitutes a valid summons.

Can you look at the rules, then look at the ticket and conclude that the ticket is a valid summons?
