Border Crossing w/o govt issued passport

Has anyone tried to cross the border into the US or Canada w/o a govt issued passport?

I have created an affidavit of truth with travel documents and will be attempting soon.

For the regular "person":

From CDN to US:

approach wicket
produce a) passport b) boarding pass c) SIGNED declaration card
identify to wicket agent (border protection) where going in US and how long
with a yes from wicket agent, proceed.

I have done the
I am not going to the US I am going to the land known as .... but still produced signed declaration and 'sufficient govt issue documents'.

Comments? Suggestions? Experience to share ?

Originally the govt was going to require passports for tourists entering Canada or Mexico, but that caused such a logjam at the Passport Offices that the rule has been postponed. I think that it is still possible to use other documents to return from Canada or Mexico, but it may not be this way for long.
