The U.S. Interstate Drivers License Compact is an agreement between the 45 participating states to share information about drivers and their DMV records that include infractions, convictions, driver's license suspensions, license restrictions, revocations, DUI charges, accidents, eligibilty for license reinstatement, and more.

The main purpose of the National Driver Register database is to share information on drivers who have committed a serious infraction or violation in a state other than where they are licensed to drive. The DMV of each member state checks the NDR each time a person applies for a drivers license.

The Drivers License Compact is an agreement between states to consider only one driving record per driver, and that record will follow the licensee from state to state, rather than a new record being created if an out of state license is issued.

If This Is Not National ID Then What Is - Shuftin

Both the Non-Resident Violator Compact and the Drivers License Compact Member states communicate with each other if a licensee of one state receives a ticket in another state.

Both the Drivers License Compact and the Non-Resident Violator Compact are in the process of being merged into one [Federal] database titled the National Driver Register.

Following below is a chart listing the states that are members of both the Non-Resident Violator Compact and the Drivers License Compact, as well as the year the state joined in sharing information.

The five states that are not currently members and do not participate in sharing DUI and licensing record information are Georgia, Massachusetts, Michigan, Tennessee and Wisconsin.

Shuftin,

I gotta give Michigan its props. The Secretary of State took the feds to USDC in a losing attempt to keep them from requiring SSN disclosure on drivers license apps. The feds had threatened to withhold federal funds earmarked for infrastructure improvement programs and the state finally succumbed.

I have been hearing some people in Canada having success with a different approach handling traffic tickets as a Bill of Exchange, Accepted as Value - Consumer Purchase.
Based upon accepting the bill as value and when the officer takes back the bill and does not give you the original but gives you a copy.. e.g. receipt he/she is now the holder in due course.

- See the attachment, the U.S. Bills of Exchange is named the Pomarene Act and ironically it is in the Federal Transportation title.
