Why would one want to have a driver's license reinstated, unless you felt that you needed a driver's license, in which case you should follow the administrative procedures set forth in the statutes for persons who are required to have a driver's license?

I don't believe the common law dealt with driver's licenses, or any kind of license (to my knowledge). Licensure is an administrative construct and without the oversight of the common law, because you enter into their agreement. I could be wrong.
