When Littlebrother stipulated ""In this chapter" means that it applies NOWHERE else."", he has stated a very inaccurate statement, due to the fact, that in any other given statute, there may be a word used that stipulates "...shall have the same meaning as used in chapter xxx.yz."

My Black's 4th only has a definition in ecclesiastical law. CHAPTER. A congregation of ecclesiastical persons in a cathedral church, consisting of canons, or prebendaries, wherof the dean is the head, all subordinate to the bishop. And they are termed "capitulum," as a kind of head, instituted not only to assist the bishop but also anciently to rule and govern the diocese in the time of vacation.

Ecclesiastical Law!!!!!!

YES!!!!

They are "practicing" a state sanctioned religion, in contrast to the 1st Amendment to the Constitution. A religion/philosophy called "legalism". Check it out, has a unique history.

you'd have to go to the statutes at large for the OP

just reading the code section from the USC isn't good enough

It's good enough for the people who routinely work with federal statutes. Or do you really think you'll find a discrepancy between the USC and the Statutes at Large?
