The lady on the phone said that if I submitted a "STATE" birth certificate then I am not a National but a US Citizen. I'd rather be the Easter Bunny....heh heh....She said if you don't enter the SS# then they won't process the app.

Perhaps you should reapply with an affidavit of birth instead

I never heard anything at all about my app.
BT,
I just don't see the point in showing an affidavit instead of the state certificate. I followed their instructions except I used the FamGuardian DS-11 instead.

That's probably the problem. What do you expect when you use somebody else's form instead of the Department of State form?
About the SSN, I have e-mailed the National Passport Information Center, and they responded the same as the instructions- just put zeros if you don't have one. I think you get different answers if you ask different people. You know a lot of people in the government would like you to think the SSN is mandatory!
If this is a real problem, there are a couple of possibilities you should look into.
1. Do an internet search for the World Service Authority. It's no good for entering the "U.S." but is good for travel to many other countries.
2. It is possible for a state Citizen to make his own passport and have the State Department of State put an apostille on it, which does make it valid according to the Hague Convention.

I can only guess, but I would think if we were to read the birth cert. laws we would see that it applies to a child born "within this state" or in other words all lands ceded to the federal government.
Dual citizenship. Status of citizens of the United States who reside within a state; i.e., persons who are born or naturalized in the U.S. are citizens of the U.S. and the state wherein they reside. Black's 5th "Didn't know I had dual citizenship, but I do know I didn't want it"
26 usc 7701(a)(39) Persons residing outside United States. If any citizen or resident of the United States does not reside in (and is not found in) any United States judicial district, such citizen or resident, shall be treated as residing in the District of Columbia for purposes of any provision of this title relating to-
(A) jurisdiction of courts, or
(B) enforcements of summons.

I wonder how other countries would treat Americas if we started crossing borders like illegal aliens? "Maybe a free ride home"
Keep in mind , No state shall make any law against a US citizen "14th admendment" and since the State of ..... makes all kinds of laws against US citizens is the State of .... just simply a federal outreach program making law for all lands ceded to the federal government and complete with United States District Courts operating under the rules for the District of Columbia?
As anyone reading anything on this web knows there are some very strange things going on in the "Land of the Free"
I do not think we will find anything in the laws to help us with our sovereignty, because after I read the Black's Law and the IRC it was clear by the flavor it was written for some place foriegn 'DC'.
Maybe it is almost time to stop reading.

I am proud to say I received my passport back in the mail today, I had written over the SSN# "Religious Objector". Yeah, I guess that's my answer to one of the things I was trying to do. For country, I just put "America". So it is good until 2015!!!

Yes, I checked U.S. citizen, in the country I just put America, so I would not know why unless they didn't approve of the form you sent in, was it the one from famguardian.org? Someone had just spoke of an Apostille, boy would I like to get one from Secretary of State, stating I didn't need a "license" to travel. I had heard that someone has done this, and carries it with him with the state "seal". Anyone ever heard of how this is done, required documents? a trip to the state capital?
