Doing some reading, came across this post.
Would it not be correct to say that anybody born in one of the 50 states is a citizen. The 'state' is a legal fiction, it does not exist...only another legal fiction can be born in a state. But if you were born on the land mass known as ******* that is another matter. Since the word 'anybody' may include 'corporate body' the statement is quite correct.
This is why I tell people that it is important that they realize they live on the land mass known as *********.
Also, the term City of Toronto is a legal fiction, it is the legal fiction look-alike to the city of Toronto. Only names are capitolized, but the word city is not unless you are referring to the legal fiction City of Toronto. Tow completely different things.
