"Offenses" are Prosecuted Under the King's Prerogative, Now Our Prerogative
"Offenses" are Prosecuted Under the Authority of the King's Prerogative, Now Our Prerogative.
So "offenses" as causes of actions, can only arise between private parties.

When peole understand the differences between a crime and an offense, then people can begin to understand how to defeat charges of committing an offense.
Or if you want to think that the state has made a crime out of your rights by making some actions "offenses" then continue in your mud spinning.
Only a realization of your status and the states status will enable you to recognize administrative law not applicable to you and statutory law that is definitive of the common law and applicable to all.
However without this knowledge I doubt very seriously that more then a handful of people will experience actual working remedy.

So, "offenses" as causes from actions, can only arize between private parties, and those private parties are simply legal fictions in todays system, therefore, the quote above states that legal fictions can be offended.

moishanb, even I have studying to do and do not know al of the answers. However I believe that "offenses" were traditionally heard as the King's private law. I do not believe that they were heard in the court of common pleas. I know many were heard in the court of exchequer which was a civil court EVEN THOUGH THE CLAIMS WERE FOR THE KING. This would include forfeitures and the whole gambit.
An offense is not indictable. It is almost always an activity that can be licensed.
My research and thinking has led me to believe that every use of a license creates a bill attainder every time if the license is attempted to be imposed on the natural, private man.
Offenses carry no power to punish for the behavior is not "bad or wrong."
Absent a showing that the activity is "wrong" then the state cannot rightfully claim to regulate that activity under the power to protect its people (police power).

I agree whole heartedly with what you are saying and though its not brain surgery, many fail to make the connection.
If you apply for/sign for a "driving license" or permit, then you are, by default, obligated to follow the rules that regulate that priviledge. Its a contract. If you break one of the rules, you have violated the contract. It is no different than being reprimanded at school or at work, you are playing in their ballfield by their rules.
If you desire not to be a subject of the King, that is your choice and you are free to be your own King.

Even with the license, the administrative agencies often violate their own rules and rules of due process.
