DARE program and travel

What does DARE(the antidrug program), and travel have to do with each other?
You are going to love this, friends!
Last week, my daughter is presented with the following by the esteemed man in blue known as the DARE officer:
"Let's say you are at a party drinking and getting drunk. I pull up with my lights on. What do you do?"
Hmmm, let's just say my 7th grade daughter has never thought getting drunk was an option in her life, let alone attend such a party, but now that it is in her book as an option, she raises her hand and says,
"I'd run!"
The teacher is aghast. The Trooper says, "What, (calls her by her last name)you'd run?"
She responds, "Well, do you think a logical person would get drunk and then put her hands up and get taken to jail to have your parents called? I don't think so."
He retorts, "You won't run if you don't want to get peppersprayed!"
My daughter's comment emboldens another student who says, "Yeah, right. Wouldn't that look good in the paper - innocent girl gets peppersprayed by cop?"
A few more comments from the class and he quells the uprising.
Now, small town. Same trooper pulls me over yesterday for rolling through a right hand stop sign. Mind you, this is the ONLY stop sign for 50 plus miles in any direction. My bad for not seeing him a half mile away, but really, there is NO traffic here.
He throws the book at me! "blew a stopsign" "tag not on license plate"(in my glovebox due to cold weather), "out of date insurance card"(have it current, just not current one in my glovebox) and of course, "expired DL." Four counts.
I have a perfect record. I hope to never have anything to record anything onto someday, but for now, there is the background.
I plan on appearing for court, but first I must plead NOT guilty to get a hearing. Don't like that.
Will be planning the Marc Stevens approach likely, but what is this I hear about a three day notice to "rescind this contract"?
By the way, he put my nick name on the ticket as opposed to my real first name, put down my SS# though I didn't give it to him, and just handed me my tickets without asking me to sign.
Well now, wasn't that a fun read? Thoughts?

TITLE 18 > PART I > CHAPTER 1 > § 13


§ 13. Laws of States adopted for areas within Federal jurisdiction



Release date: 2004-08-06(a) Whoever within or upon any of the places now existing or hereafter reserved or acquired as provided in section 7 of this title, or on, above, or below any portion of the territorial sea of the United States not within the jurisdiction of any State, Commonwealth, territory, possession, or district is guilty of any act or omission which, although not made punishable by any enactment of Congress, would be punishable if committed or omitted within the jurisdiction of the State, Territory, Possession, or District in which such place is situated, by the laws thereof in force at the time of such act or omission, shall be guilty of a like offense and subject to a like punishment.
(b) (1) Subject to paragraph (2) and for purposes of subsection (a) of this section, that which may or shall be imposed through judicial or administrative action under the law of a State, territory, possession, or district, for a conviction for operating a motor vehicle under the influence of a drug or alcohol, shall be considered to be a punishment provided by that law. Any limitation on the right or privilege to operate a motor vehicle imposed under this subsection shall apply only to the special maritime and territorial jurisdiction of the United States.
(2) (A) In addition to any term of imprisonment provided for operating a motor vehicle under the influence of a drug or alcohol imposed under the law of a State, territory, possession, or district, the punishment for such an offense under this section shall include an additional term of imprisonment of not more than 1 year, or if serious bodily injury of a minor is caused, not more than 5 years, or if death of a minor is caused, not more than 10 years, and an additional fine under this title, or both, if— (i) a minor (other than the offender) was present in the motor vehicle when the offense was committed; and
(ii) the law of the State, territory, possession, or district in which the offense occurred does not provide an additional term of imprisonment under the circumstances described in clause (i).


(B) For the purposes of subparagraph (A), the term “minor” means a person less than 18 years of age.


(c) Whenever any waters of the territorial sea of the United States lie outside the territory of any State, Commonwealth, territory, possession, or district, such waters (including the airspace above and the seabed and subsoil below, and artificial islands and fixed structures erected thereon) shall be deemed, for purposes of subsection (a), to lie within the area of the State, Commonwealth, territory, possession, or district that it would lie within if the boundaries of such State, Commonwealth, territory, possession, or district were extended seaward to the outer limit of the territorial sea of the United States.

The three day deal is writing diagonally across the ticket "REFUSED FOR FRAUD - NO ENACTING CLAUSE"

I'm wondering if you could write refused for cause without dishonor & write the cause that there is no enating clause.

Sign everything under threat duress & coercion. You are the aggrieved whatever it is they have you sign, write that you are signing it under TDC & cannot enter a criminal plea in a civil matter.
See whatchu get for teaching your daughter to think critically.
This is mos def the funniest thing I'll have heard this week.

When you show up in open court, change your plea.
" Your Honor, I would like to change my plea to guilty & pay right now, but in order to do so, I need to understand what is going on & I need to ask some questions in order to make a more informed decision."

I think that DARE program is the most incideous piece of work to date by those *!#@%^%^*!!! I remember back when my son was in that class (it was the Pilot program here), they actually ENCOURAGED kids to turn their parents or friends in if they thought they were doing something wrong. Talk about undermining the family! Mommy and Daddy are getting hauled away and you won't see them again, and you get to go live with strangers in a barrack and get mistreated!@ But we won't tell you little kiddies that!

I actually sent a short paper to the teacher on the fact that DARE was not only ineffective, but promoted drug use in a controlled study of 1000 kids over a 10 year period. http://www.drugpolicy.org/library/fa...dare/index.cfm
So far, the teacher hasn't responded. Can't blame her. She loves the program because it gives her the hour off once a week. When I asked her about the pepperspray comment, she said, "See, it goes to show that you better obey the trooper when he shows up."
Hmmm, "at the barrel of a gun, I am free." That was too deep a comment for her, so I didn't share that. I just smiled and departed.
Now, Seeker has told me that Jean Keating has some stuff that might help me in writing a proper response on the tickets(4) that I send back shortly.
I am striking out finding stuff of his. Could anyone possibly send/post me/us a link so I might take some time on it. Couldn't find it in a few searches on SJ site or AiLL site or Google. Call me dumb, but I just struck out.

I also contemplated going in early and showing my proof of current insurance so that I have only 3 tickets to deal with, but wonder if that would grant jurisdiction.

I beleive that about the DARE program -- I have seen it in action -- didn't deter these kids, they just wanted to be one of the cops who got to 'confiscate' the stuff!@@
