Sounds like to me that the Owner of the car in line before you has a lawsuit against your friend Pete.
Unless the owner authorized Pete to tell the state that he was there, Pete had a duty to not reveal information that he was not authorized by his
paying customer to reveal.
I don't know Pete, and I'd imagine he's a decent fellow, but If I drove a car in to be inspected, and that happened to me, I'd be on Pete like Texas... (Get it? Texas Pete?

I went and scanned the page that this came from, and it looks like there are a few obvious (unsupported) "scary" stories that [conveniently] cause the reader to understand the need for his book.
Hmmmmm...
Thanks for the post though, and I don't doubt that this story could have some truth in the future, but you know me, I'm a cynic.
