I heard that you could get the MSO on a new car, if you told the people at the dealership that you needed it because you were shipping it across the border, Mexico, Canada, etc. Don't have to say when, just say that's what you are going to do, bought the car for a friend or someone over there. They have to give that to you.

I got the MCO on my motorcycle using this strategy. It ends up saving you money as well, considering you arent paying for them to get a certificate of title.
