If you can prove that your not a resident then does the cop have jursidiction over you.

the answer is no. However, unless you wish to accellerate things at the traffic stop, where the officer is mindful of his VISIBLE IMPRESSION of being able to enforce his will upon you, just sign the offer with the standard UCC 1-308 all rights reserved, and then defeat him and the offer to contract later in court. There are several ways to do so, but study them for your own particular situation.

ucc stands for uniform commercial code
The reason it changed is because the folks who created it can change it any time they want. That's why I live day in and day out at the common law> it's unchangeable
Maybe someone here can help validate this but wouldn't those who are under the jurisdiction of the ucc automaticlly be residents?
