Code of Federal Regulations says driving is commercial

title 23 cfr definitions:
section 1327.3 Definitions.
(a) Any officer, chief warrant officer, or enlisted member of the Coast Guard or Coast Guard Reserve includes a cadet or an applicant for appointment or enlistment of any of the foregoing and any member of a uniformed service who is assigned to the Coast Guard.

(b) Driver History Record means a detailed description of an individual's driver record, used in the American Association of Motor Vehicle Administrators' COMMERCIAL Driver's License Information System (CDLIS

Doesn't really prove that the CFR says "that [all] driving is commercial".

23 CFR 1327.3(b) refers to the "driver history record" kept by the American Assn of Motor Vehicle Administrators (AAMVA) for licensed commercial (mostly truck) drivers. The AAMVA is a network of the various state and Canadian govt offices that are supposed to make sure that "commercial drivers" meet the higher standards expected of people who are behind the wheel for a living, especially of larger or specialized vehicles. This was a matter of concern for the AAMVA since people who make their living as drivers are more likely to be involved in interstate commerce or even to apply for licenses in more than one state. As far as I know, the AAMVA doesn't bother trying to keep track of the millions of ordinary (non-commercial) motorists. See the AAMVA's website:

But further on in the same federal regulation we find 23 CFR 1327.3(d):

Driver License Abstract means the complete driver history of a driver's convictions, revocation, suspensions, denial, cancellations, accidents and interactions with the driver control and driver improvement authorities. Also known as Motor Vehicle Record (MVR) or Transcript.

And that's the source of info about non-commercial motorists!

The whole of part 1327 is the record-keeping requirements for states that want to participate in the nation Problem Driver Point System, aimed at keeping dangerous motorists off the road. The whole of this part should be read in its proper context.

The section you cite lists a number of "commercial crimes" ... but does not include several crimes that come to mind, including a wide variety of traffic offenses.

So, no, not all crimes are commercial. There are still a lot of crimes that are "non-commercial".

Shoonra, every cited traffic offense is a commerical crime.
