If I grasp this situation correctly it appears that the confusion lies in the words, remember these things are applicable to citizens under contract, should'nt listen to what is being said but who it is addressing and how. Do you intend to DRIVE a VEHICLE or Travel in a Private Auto? If there is no mention of the your means of your travel (auto) then it does not apply to you.
Unless of course you do have a vehiclem. Though I must admit it is hard to feel unattached to this but one must stay on the square.
