Unequal protection?

question. if a state suspends a license for no insurance but doesnt have a provision for a work permit, but another state does, isnt that not considered a violation of unequal protection. driver is in same situation as driver in another state. same violation. different remedies available.

Every state have their own Municipal code, and ordinance adapted. Different states different rules and regulations.
