Insurance companies insure the automobile, not the driver. It seems backwards to me, especially since they want all the driver's information (tickets, accidents, dob, etc.)
For example, my mother was driving my van and (not being accustomed to the size) accidently side-swiped a parked car while pulling over to the side of the street to pick me up. Her insurance company wouldn't cover it; it was my responsibility because it was my vehicle/automobile, so my insurance company had to pay, regardless of who was operating it.
Also, as a married adult, I borrowed my parents' car one day to travel to work. On the way home, I managed to total the car (single-car accident) by slamming on the brakes to avoid a very large dog in the road. (The car had a tendency to spin around...) My dad's insurance covered it, and I never had an accident on my 'record.'
So basically, you do not need insurance to be operating a vehicle; but as an owner of one, you 'must' have insurance to cover any damage that your 'vehicle' might cause.
Hey, I just thought of something: the anti-gun advocates proclaim that it's the gun that's dangerous, not the people, so we should ban guns. Well, let's carry that logic over to cars/trucks as well; make everyone start walking everywhere again, because OBVIOUSLY it's the vehicle that's dangerous, not the person using it! lol Well, maybe they already have that idea in process...they seem to think you need a license to own a gun, and they seem to think you need a license to operate a car...hmmm, will the lunacy never end?
