One of my friends actually sent so many well thought out administrative letters to the DMV about licensing the DMV actually put a "10-33" on the bottom of his license right under his name. The local police have admitted to me that they put one on my name in their local computer data base. Essencially when the cop sees the 10-33 and radios it in all cops have to end all non-life threatening radio communication. This is because they've got a big emergency on their hands. I strongly recomend that one take the time to review his info requests and administrative notices. HIGHLY RECOMENDED
