The officer typically will write Refused to Sign and serve the presentment. That is contract law. You then have 72 hours or so to Refuse for Cause.

The police officer will feel threatened if you start exercising your right of contract avoidance with him or her. So a police officer may go Postal pretty quick. Do not assume that somebody with such a high pressure career that depends on the color of law and force to be calm and stable.
